MGB region 2 throws birthday tribute to its personnel

In a simple program during the Monday’s convocation, the Mines and Geosciences Bureau Region 2 (MGB R02) thru its Mines and Geosciences Bureau Employees Association (MGBEA) gave a birthday tribute to its October birthday celebrants held on October 27, 2014.

The birthday tribute was regarded as MGBEA’s way in thanking its employees for their commitment and dedication to public service.

The MGBEA headed by Edwin Buendia gave a birthday cake and a P 1,000 cash gift to six birthday celebrants during the simple get together.

The birthday celebrants were Lani Cardenas, Administrative Officer III and Glorieta Cabalza, Administrative Officer III from Finance and Administrative Division (FAD); Vicie Diciano, Engineer II from Mine and Management Division (MMD), Marie Nelle Monteclaro, Senior Geologist from Geosciences Division; Engr. Romeo Cortan and Engr. Demetrio Corsino from Mining Environment and Safety Division (MESD).

After the convocation, a simple lunch buffet was served as a gathering and socializing of all MGB R02 employees.

The MGBEA is very much grateful to its personnel for their contribution in the objectives of the agency.

MGB R02 supports Climate Change symposium

TUGUEGARAO CITY, CAGAYAN, (MGB)- Two thousand students and stakeholders participated in the climate change campus tour cum symposium held last October 9, 2014 at the Ref Eagle Gymnasium of Cagayan State University Carig Campus.

This symposium is a component of climate change advocacy campaign of the Department of Environment and Natural Resources Region 2 (DENR R02) in cooperation with Philippine Information Agency Region 2 (PIA R02).

Forester Dionicio Deundo of DENR R02 tackled the environmental protection to include the National Greening Program while Romeo Fragata of Environment and Management Bureau Region 02(EMR R02) discussed the ecological solid waste management.

Moreover, the Senior Geologist of Mines and Geosciences Bureau Region 02 (MGB R02), Ms. Marie Nelle Monteclaro discussed the flood vulnerability of Tuguegarao City, Alcala and Enrile, Cagayan. On the other hand, Mr. Romel Gamiao of the Department of Social Welfare and Development Region 2 (DSWD R02) also presented the region’s disaster risk reduction and management specifically on pre-emptive evacuation.

Monteclaro said that the symposium aims to discuss the causes and appropriate mitigating measures of climate change.

“The activity gave emphasis on the significant roles of the youths towards climate change concerns,” Monteclaro added.

The Senior Geologist further said that the activity aims to promote public awareness on the effects of climate change in our day to day life.

RCSD holds mine tour

Tuguegarao City, Cagayan- Members of the Regional Committee on Sustainable Development (RCSD) of the Regional Development Council (RDC) in coordination with Mines and Geosciences Bureau Region 02 (MGB R02) recently conducted a mine tour last October 16, 2014 in Didipio Mine of Oceana Gold Philippines.

The Mine tour was conducted to show how the mining companies implement measures on how to preserve and to protect the environment, Maribeth Tumaliuan Mining Claims Examiner III of MGB R02 said.

Tumaliuan added that the RCSD visited the mining site of Oceana Gold Corporation to let them appreciate and validate mining operations and to compare it with the operations of other companies including small scale mining.

She further said that it is the agency’s way to address environmental concerns and to ensure that large scale mining operations in the region adhere to safe environmental standards

The Didipio Mine is the first mine company in the Philippines to operate under the Financial or Technical Assistance Agreement (FTAA), it is an agreement between contractor and the Government for large-scale exploration of copper, nickel, chromite, lead, and other minerals except for cement raw materials, marble granite, sand and gravel and construction aggregates.

30 participants that include RCSD members Co-chaired by Ms. Perla Visorro, founder of Cagayan Valley Partners in People Development (CAVAPPED) and National Economic Development Authority Region 02(NEDA R02) RSCD secretariats participated in the mine tour.

Part of the mine tour was AVP presentation on Social Development and Management Program (SDMP) and Didipio Project Overview and Safety Induction of Oceana Gold. After the mine tour, an open forum was conducted to address the participants’ observations and issues regarding the mining operations.

MGB conducts IEC on mining rules, ‘Minahang Bayan’ sought in Brgy. Anonang

TUGUEGARAO CITY, CAGAYAN- To address the challenges faced by the small-scale miners of Brgy. Anonang and to inform them of the rules and regulations on mining, the Mines and Geosciences Bureau Region 2 (MGB R02) in a joint activity on environment conducted an Information, Education Campaign (IEC) on Mining Rules and Regulations and capacity building for Local Government Units (LGUs) and Small-Scale Miners last October 23, 2014 at Barangay Anonang, Cordon, Isabela.

The IEC and capacity building aims to prepare the constituents of Brgy. Anonang for the establishment of the so-called “Minahang Bayan” in the area.

Section 11 of Executive Order 79, which embodies the Aquino administration’s mining policy, only allows small-scale miners’ in declared Minahanag Bayan areas. This is pursuant to Republic Act No. 7076 otherwise known as People’s Small-Scale Mining Act of 1991.

The “Minahang Bayan” provides policies and reforms at optimizing revenues from the mining industry and improving the mining standards in mining.

Engr. Geoffrey Prado, and Engr. Antonio Chumacog of Mines and Geosciences Bureau, Forester Jackie Asuncion of CENRO- San Isidro, Isabela, Ms. Rosemarie T. Zabala and Ms. Celia Badua of ENRO- Isabela Province served as resource speakers during the said activity.

Asunsion said that the application of Brgy. Anonang for “ Minahang Bayan” is still on process. Since in order to be declared a “Minahang Bayan,” the applicants must get the consent of the mine claim holders.

The limiting of small-scale mining operations in declared “Minahang Bayan” areas will help the MGB R02 to contain the regulation of the mining operations.

This IEC was a joint activity of MGB R02 with the Community Environment and Natural Resources (CENRO) San Isidro, Isabela and Environment and Natural Resources Office, Isabela Province.

For being transported without the appropriate documentation, twenty tons of copper ore were seized recently by a composite team in Sitio Sili-Sili, Pagatpat, Cagayan de Oro City, in line with the government’s drive to implement strictly pertinent mining regulations, particularly Chapter XII of the Department of Environment and Natural Resources Administrative Order No. 2010-21.
