In a Memorandum dated January 2, 2014, Jasareno reminded all MGB RDs nationwide of the instruction given earlier by Sec. Ramon J.P. Paje of the Department of Environment and Natural Resources (DENR) that formal complaints should be filed in the Office of the Prosecutor concerned against all perpetrators of illegal mining/quarrying subject to the pertinent provisions of existing applicable laws, rules and regulations.

"Stopping illegal mining/quarrying operations does not end with the issuance of cease-and-desist orders," Jasareno said. As a matter of policy and procedure, the corresponding complaints have to be filed. Said measures are in line with the thrust of the DENR to effectively regulate the minerals industry.
