2-year moratorium on mines exploration lifted

The Department of Environment and Natural Resources (DENR) has lifted the moratorium on exploration permits for metallic and non-metallic mines by nullifying a portion of former DENR Secretary Gina Lopez’s first memorandum order.

Environment Secretary Roy A. Cimatu signed the DENR Administrative Order (DAO) 2018- 13 on July 13, 2018, which states that, moratorium on acceptance, processing, and/or approval of Exploration Permit applications for metallic and non-metallic minerals has been lifted following the completion of the audit on all mining operations pursuant to DENR Memorandum Order No. 2016-01, or “Audit of all Operating Mines and Moratorium on new Mining Projects.”

In 2016, Lopez issued a memorandum order which subject an extensive audit of all operating and suspended mines as well as the moratorium on the acceptance, processing, and approval of application and projects for all metallic and non-metallic minerals.”

He further said that Lopez overstepped her authority and that it is legally accepted to explore.

The lifting order is in line with President Duterte’s economic agenda, particularly on increasing competitiveness and the ease of doing business to attract local and foreign direct investment to the country.

The exploration permit applications shall be filed in the Mines and Geosciences Bureau Regional Office concerned for acceptance, processing, and approval pursuant to the pertinent provisions of DAO 2010-21 and DAO 2012-07.

MGB R02 intensifies its ISO certification, spearheads management review

Tuguegarao City, Cagayan- The Mines and Geosciences Bureau Regional Office No. II is gearing up its International Standard Organization (ISO) certification, conducted a management review on May 15, 2018 at MGB Conference Hall to discuss the Bureau’s compliances.

The management reviewed tackled issues on the procedures needed in the ISO as well as on the planned VPN connection and procedure of electronic data protection of the Bureau’s records.

Engr. Rommel L. Amogan, chief of the Mine Safety, Environment, and Social Development Division ( MSESDD) emphasized that all should review their risk assessment per section/division especially process owners as per ISO requirement a well as their performance measurements of the Objectives, Targets, and Programs (OTP).

He also encouraged the Division Chiefs to conduct at least once a month staff meeting to discuss targets, accomplishments, and other relevant topics concerning work operations.

Engr. Agot W. Dumanas was likewise tasked to prepare consumption program of the Bureau on fuel, water, electricity, and paper usage.

A discussion on the Bureau’s feedback mechanism was likewise tackled. It was emphasized that each division should float a customer feedback form to its clients and let the secretary per division collate to be collected by the Information Officer every month.

The management review was participated in by Division Chiefs, Section Chiefs, Process Owners, and Document Controllers per division.

MGB clarifies issues on operation of JDVC resources in coastal towns of Cagayan

With the concern of the alleged rampant offshore mining in the province and Cagayanos demanding answers from Mines and Geosciences Bureau Regional Office No. II, Engr. Mario A. Ancheta, MGB OIC Regional Director clarified some issues in the operation of JDVC resources in the coastal towns of Cagayan in the press conference conducted in MGB Conference Hall.

RD Ancheta said that JDVC Resources Corporation is a large-scale offshore mining company that will mine magnetite ore in the coastal towns of Cagayan with an area of 1,902.59- hectare or 19, 025, 939 square meter area.

He further explained that then Bogo Mining Resources was given a Mineral Production Sharing Agreement (MPSA) with the Philippine government for a 14, 240 hectares to operate within the coastal towns of Gonzaga, Ballesteros, Sanchez Mira, Buguey, and Aparri with a mine life of 25 years and may be renewed for another term not exceeding 25 years.

On Nov. 25, 2011, a Deed of Assignment was executed by and between Bo Go and JDVC Resources where Bo Go assigns, transfers, and conveys all its rights and interests under the MPSA contract to JDVC Resources Corporation.

On the issue of Environmental Compliance Certificate (ECC), RD Ancheta clarified that JDVC was issued an ECC for its proposed Cagayan Offshore Magnetite Mining Project on May 20, 2016, covering 4,999.2358-hectare area of its MPSA contract.

He further said that MGB is conducting monitoring activities on the compliances of the company and that the company is guided by the conditions provided by the ECC that is to implement the measures presented in the Environmental Impact Statement ( EIS) to protect and to mitigate the project’s adverse impacts in the community, health, welfare, and the environment.

On the other hand, on June 27, 2016, the Declaration of Mining Project Feasibility ( DMPF) was approved.

The DMPF is a document proclaiming the presence of minerals in the area which are recoverable by socially, acceptable, environmentally safe, and economically sound methods specified in the Project Feasibility Study of the company.
