MGB RO-II participates in the 7th Community Relations Officers (COMREL) Conference: #MineResponsibility Campaign Launch and Social Development Speaks - Gathering voices on development initiatives for the welfare of the mining communities

The personnel of the Mines and Geosciences Bureau (MGB) Regional Office – II participated in the 66^th Annual National Mine Safety and Environment Conference (ANMSEC) with the theme “66 years of Responsible Mining. CULTURE. CARE. CHANGE.”. It was held at CAP-John Hay Trade and Cultural Center, Baguio City on November 19-22, 2019. The event was spearheaded by the Philippine Mine Safety and Environment Association (PMSEA), the association that promotes the advancement of the Philippine Minerals Industry in the fields of occupational safety and health, environmental protection and social development consciousness through collaborative efforts of the industry, government, non-government organizations and other agencies.

One of the activities of the said event is the 7^th Community Relations Officers Conference. It was held on November 20, 2019 and was participated by the MGB RO-II personnel. This activity served as a platform for sharing and addressing issues and challenges experienced by the Community Relations Officers, community development workers and the stakeholders in performing their duties and responsibilities. The Director of the Mines and Geosciences Bureau, Atty. Wilfredo G. Moncano gave the welcome remarks to acknowledge the presence of all the delegates in the said event. It was followed by the presentation of Engr. Glenn Marcelo C. Noble, the Regional Director of MGB RO-XIII on what is MGB.

“The Mines and Geosciences Bureau is not just for the minerals industry. The MGB is for everyone, for the IPs, for our local government, and of course, the public as a whole”, Engr. Glenn Marcelo Noble said.

Meanwhile, the #MineResponsibility Campaign which includes informative videos entitled “Kutsara”, “Minsan kitang Minahan”, and “Biyaya ng Lupa” were presented during the conference and were applauded by the delegates.

MGB’s staunch for responsible mining was presented by the Regional Director of MGB RO-XII, Engr. Felizardo B. Gacad, Jr. He emphasized what is expected from Miners - he said that miners are expected to be granted a license, a social license every day, meaning to say this is the harmonious relationship that will be able to establish or should be able to establish the practice of responsible mining with the members of the community. And also, an environmental stamp of approval wherein programs implemented should address environmental impacts of activities, not through mere compliance but it has to go beyond compliance.

“We do understand that minerals and mining industry have always been considered as drive for economic development not only for the Philippines but also to the other countries. And now, this present administration is pursuing reforms in the minerals industry not purely for protection gains but with due and equal regard for environmental and social development”, he added.

Afterwards, Ms. Josephine B. Marrero, President of Imine, presented the “Tri-sectoral Partnership Among Permit Holders, MGB and Communities Results in Effective IEC”. She emphasized the accomplished activities undertaken by her organization to promote the responsible mining in our country which includes river projects. They have identified rivers in Region 1 such as Agno, Abra and Padsan rivers as pilot areas for information campaign. They have also published an Imine gazette. The first edition of the said gazette was published and launched on July 12, 2016. Additionally, the organization conducted painting of Imine murals along the highways of San Jacinto, Pangasinan, and Santa, Ilocos Sur. These murals were painted for the students to appreciate and be informed on the environmental protection and development.

“Our goal is to build a balanced information in education on responsible mining in showing public and community support and participation”, Ms. Marrero said.

One speaker that was lauded by the audience was Mr. Ryan S. Rocacurva who was once a leader of the protest rally for their community and small scale mining against the Apex Mining Company. Mr. Rocacurva shared his life changing experience before and after working with Apex Mining Company. He said “Ngayon bitbit nila (komunidad) ang tagumpay; kasi noong una, ako ay naging isang lider ng maling akala at maling daan. Noong dumating ang Apex sa buhay ko ay naging matuwid na daan ang aking napuntahan. Kaya nagbigay kami sa mga kapwa namin, sa komunidad. Doon sa komunidad nakikita namin paano nadala ng Apex Mining Company ang totoong responsableng minahan sa amin”.

Another presentation from the Apex Mining Company entitled “Go for Gold: Pursuing Partnership for Quality Education” was discussed by Ms. Jennilyn E. Lansang. This partnership is best known as the Bayanihan in Compostella Valley. She said that education is the important key or equal opportunity so that the government along with the private companies strive so much to make education inclusive and accessible to all. She also highlighted the four keys on sustainability in the field which includes (1) continued care, (2) sustainability, (3) capacity building, and (4) best practices.

Subsequently, Mr. Chito S. Maniago, the Regional Director of the Communication and Public Affairs of CEMEX presented the “Efforts and Various Endeavors to Promote Culture, Care and Change within Mining Company and Host Communities”. He said that first in the five pillars of community relations is “Walk the talk”. Beyond press releases and noises, we must be sincere in our efforts. He also highlighted the importance of good community relations team especially during crisis situations.

“I believe from the bottom of my heart that COMREL is one of, if not, the most difficult job in the industry”, he said.

After all the series of presentations discussed in the event, an open forum was conducted to address the queries and concerns of the delegates. The event ended with the closing remarks of Engr. Personnel from the Mines and Geosciences RO II attended the 66^th Minerals Industry Symposium on November 21, 2019 held at CAP-John Hay Trade and Cultural Center Baguio City, Philippines. This year’s theme “66 Years of Responsible Mining: Culture Care Change” was best explained by Dr. Walter W. Brown, the President of PMSEA “We cannot be responsible miners unless we understand and respect the culture of the varied communities in which we operate in. We should sincerely care for the welfare of these communities. Being adaptable to change must come not only from our host communities where we operate in, but also from us in the industry by opening our minds and hearts and being truly interested in the welfare of the people ”.

The symposium proper kicked off with the Mines and Geosciences Bureau Acting Director Atty. Wilfredo G. Moncano who discussed five (5) new policy directions for the incoming year 2020 which were: strong monitoring and enforcement, people-oriented by providing jobs and benefits to communities, completion of environmental rehabilitation of abandoned mines and mined-out areas, increase in contribution to national income, transformation into a world-class and competitive mining industry and wider implementation of risk resiliency program to support the climate change adaptation and disaster risk reduction program of the government. The MGB campaign launch for #MINERESPONSIBILITY IEC videos namely: "Kutsara" infomercial, "Minsan kitang Minahan" online advertisement, and "Biyaya ng lupa" documentary were also presented to the audience members which gave a fresh perspective on the importance of mining in our daily lives. One highlight during the event were some mining engineering students from the University of South Eastern Philippines who showcased their Information and Education Campaign experience at their local public and private high schools back in March 2019. According to the students, they were surprised with the positive feedbacks from their target audience and plan to continue the campaign with high school students from other communities.

This annual event was spearheaded by the Philippine Mine Safety and Environment Association which was attended by stakeholders from mining companies, mining contractors and suppliers, government agencies, and academes to discuss a series of lecture focusing on the current situations, challenges, and beneficial contributions of the mining industry. #Kyrie Cleofe Afidchao

Sand and Gravel Extraction IEC Continues in Tuguegarao City

During the conduct of the dialogue, processing of Sand and Gravel permits was briefly explained first and then followed by open forum proper. Worth-noting from one of the meetings is the presentation of Barangay Cataggaman Viejo’s Financial Statement Income and Expenditures where it showed that approximately Php 230,400 was collected from quarry operators for its extraction fees for January-June 2019. They showed how significant this is as it is their largest income generation compared to their other collection on barangay clearances, certification fees and business taxes. Collection from Sand and Gravel comprises 11.56% of their Internal Revenue Allotment (IRA) which is Php 1,992,252. Moreover, collection from sand and gravel is not maximized as one of the permit holders has a pending status and if given the go-signal to operate by PLGU-Cagayan, the amount should have reached around Php 400,000 by now.

The dialogue in Cataggaman Viejo was also attended by a group of farmers and expressed their concern on the farm-to-market roads because same road is also used by the quarry operators. All they ask is for these roads to be maintained so they can harmoniously use them for their livelihood. As per dialogue, representative of Siriban Quarry committed to backfill and level the said roads. #bridgetgruiz

MGB ROII Conducts Sand and Gravel Extraction IEC in Penablanca

The Mines and Geosciences Bureau (MGB-ROII), represented by some staff of the Mine Management Division, conducted dialogues with barangay officials on August 13-15, 2019 in selected barangays of Peñablanca to discuss and address issues and concerns regarding Sand and Gravel extraction. This activity is in fulfillment of its Communication Plan targets. The dialogue in Penablanca, Cagayan comprises barangays Sisim, Nannarian, San Roque, Aggugaddan, Callao Proper, Malibabag and Quibal.

Engr. Geoffrey Prado leading the dialogue in Barangay Hall of San Roque, Penablanca. In the audience are BLGU officials and representatives from MENRO, and PNREO- Cagayan (Bantay Quarry Operation). Engr. Prado refreshed them that Peñablanca used to be an awardee of the Most Responsible Municipality – Non-metallic Category of the Philippine Mineral Resources Development and Utilization Program in Year 2004 and wishes the town to revive their good practices.

Among the municipalities in Cagayan, Peñablanca has its own Municipal Ordinance on Quarry Operations because of the rampant sand and gravel extraction in the town. There is widespread Quarry Operation because of the rich sand and gravel quarry resources offered by the Pinacanauan river. And so, prior to the open forum wherein issues and concerns are gathered, the Municipal Ordinance was discussed first. Among the issues that surfaced during the dialogue includes removal of sand stockpiled in the middle of the Pinacanauan river, to strictly enforce maximum 2.0m excavation depth for backhoe, and to follow the allowed quarry operation time which is from 8AM-5PM and no extraction during weekends and holidays.

Aside from MGB-ROII, representatives from government agencies like EMB, PNREO- Cagayan (Bantay Quarry Operation), MENROs also attended the dialogue as topics on Zero-waste management in Sand and Gravel Extraction and Collection and Manning of Checkpoints were also tackled. Training and Capability Building on Communicating Statistics Using Infographics AND Digital Media Marketing

A Training and Capability Building on Communicating Statistics Using Infographics and Digital Media Marketing for MGB Personnel Responsible for Statistical Data and Analysis and Information Dissemination was held last October 14-18, 2019 in San Mateo, Rizal. This was conducted by the MGB Central Office-Mineral Economics, Information and Publication Division (MEIPD) and was participated in by Administrative Officer V Imee G. Agaloos and Contractual Economist I Grachel S. Ignacio of MGB R02.

One of the goals in the training is to establish a unified pro-forma for the mineral statistics generated by MGB Regional Offices using their respective websites as platform for information dissemination.

The first part of the training dealt with Statistics, Mineral Economics, and IEC concerns. The participants are reminded that numbers in their data should be as accurate as possible as these are being published and are relied upon by the public. The importance of accuracy in the Revenue Collection Report was also reiterated because such report would be one of the bases of the public in ascertaining whether the mining industry is beneficial to the economy. An MS Office 365 account was also created for each region to be used for uploading necessary reports for easy access.

The primary focus of the workshop is on how to create an infographic to be used for MGB’s information dissemination. An infographic is a type of picture that blends data with design, helping individuals and organizations concisely communicate messages to their audiences. It is a collection of imagery, charts, and minimal text that gives an easy to understand overview of a topic. It is great for making complex information easy to digest.

The intention of the MGB Central Office in using infographics for data dissemination arose from the fact that a message conveyed through infographics gets 94% more views than content without relevant images. Since vision is by far our most dominant sense taking up half of our brain’s resources, infographics would be more interesting to read as compared with an article that is purely in text format. They are more liked and shared on social media 3 times more than other types of content. In effect, our data will be conveyed to a greater number of readers.

The workshop also included the creation and standardization of the official social media accounts of Regional Offices. The goal is to encourage MGB personnel in their respective regions to share relevant information about MGB and the benefits of mining to the public through various social media accounts with an end of raising awareness about mining.#gracielignacio
